I found reference to another Odd Version of Der Kommisar, whilst browsing the internet:

The poster on the forum says this:

"One of the songs I've got is a version of Der Komissar that starts with the After the Fire version, then cuts to a version done by a woman (found her name one time but forget it now), then cuts to the Falco version. I haven't found anything about this version after many web searches."

It seems to be on this compilation:

I just wondered if it's a known remix?

Ah, that legendary Laura Brannigan mix!  Never actually heard it, although I'd like to.

However, I don't think this is it - what you've stumbled across is the dreaded Ultimix, in which the ATF version is assaulted by an old drum machine and some American talky overdubs ("It's different!" "I know!"  "Don't - Stop!"). Something that sounds like Metal Mickey also crops up about 4 minutes in...
